Events
IERA
Moose Off Road will be sponsoring IERA
races. It is suggested that you check for Moose riders at the starting line
notating the rider’s number and class on a separate sheet of paper. The sheets
should be given to Quintin Davis. You may contact him at (319) 465-5517
Current AMA rules established for enduro and hare scramble competition shall apply to all IERA sponsored events. However, the following event rules shall apply in addition or in lieu of current AMA rules:
1. Promoters/clubs that do not recognize and follow IERA programs (Moose) may lose IERA recognition for its following year race.. All IERA funds, final scores and required documentation shall be postmarked and mailed to the IERA Secretary within 14 days after conclusion of the event. Failure to comply will result in a $100.00 sanction against the offending promoter or club. If the sanction is not paid, IERA points will not be paid for the promoter/club’s event in the following year. A notice that points will not be paid for the event will be posted on the IERA website so riders will know in advance they will not earn points.
2. Per 2005 AMA rulebook - Chapter 3, Section A,13,c. Machines entered in all meets (except Drag Racing and Bonneville Speed Trials) shall have mufflers/silencers which do not exceed the maximum db(A) required by the state where the meet is being held or 99 db(A), whichever is less, measured at half maximum rpm per MIC manual SAE J1287 test at 0.5meters (20 inches).
3. All competitors (AA, A, B, C and Mini classes) must belong to the AMA. The sponsoring club must carry liability insurance for each event through an AMA recognized insurance company. All clubs at IERA events will enforce AMA membership.
4. Membership in IERA or another AMA district is required for all
riders including all adult and mini-classes. Unless otherwise stated, the
promoting club of a given race shall charge a $5.00 participation surcharge to
any riders who use a district card in lieu of an IERA card to enter the event.
The $5.00 surcharge shall be remitted to the IERA. In the event of an event jointly sanctioned
with another district, the card of that district shall be honored without
imposition of the $5.00 surcharge. If
another district honors IERA membership at its sanctioned events, the IERA may
grant reciprocity without a participation surcharge. Reciprocity will be granted by the officers
of the IERA and the grant shall be in writing and posted on the IERA website.
5. Membership in the IERA shall cost $20.00 per year and shall cover a period commencing January 1, or the date purchased thereafter, and concluding December 31 in the given membership year. Participants may also purchase a single day membership for $5.00. Membership must be applied for at or before an event to receive points for that event. If a membership card has not yet been received before a given event the participate will be required to sign up again. When the membership director receives the second registration, a refund will be issued by mail.
6. All enduro and hare scramble clubs should maintain a record of and AMA memberships signed up during their events.
7. In order to establish funding for annual awards banquets and meet other required expenditures, clubs sponsoring IERA points paying events must charge an additional $2.00 for each enduro or hare scramble participant. This money will be collected as part of the entry fee from every rider and must be forwarded to the Treasurer Secretary within fourteen days after each event. The two-dollar fee will be paid to the IERA for both district and non-district riders. The IERA will charge no additional fees to the riders. In addition, each club shall pay $25.00 annually to the IERA to cover miscellaneous expenses associated with administration.
8. All riders participating in an event that incorporates public roads must be 16 years of age and have a valid drivers license or must otherwise be legally allowed to operate a motor vehicle on public roads pursuant to the laws of the state in which the event takes place. (Clubs inquiring about a valid drivers license should rely on the rider to tell the club if they have a valid license since many riders come with other people and may not always carry their license with them.)

10. The points for determining the overall riders will be:

11. Final class standings will be based on the accumulation of class points from the above point breakdown. However, for purposes of determining the Overall A and the Overall B enduro and H.S. Champions for the year, the clubs must submit to the respective point stewards a ranking of the top 30 riders overall in both A and B classifications at each event. This listing will include AA riders in the top 30 A riders.
12. A rider may obtain an “average” if he/she stops during a hare scramble or enduro to help a seriously injured rider. This “average” is based on the corresponding points for your average place finishing during the year. This is based on the total number of events, not the number of events ridden. The rider who stops must remain with the injured rider until medical attention arrives or a sponsoring club member takes over the injured rider’s supervision. In order to receive the “average” score for the day, the rider who stopped must petition the IERA President and Point Steward. Verification from the sponsoring club, injured rider and/or spectators will help the IERA President determine if the “average” should be awarded. Stopping for an injured rider already receiving attention will not justify an “average”. The decision of the IERA President is final.
13. To insure quick and accurate event scoring, it is the rider’s responsibility to give the sponsoring club all pertinent data. This shall include as a minimum rider name, class to be ridden including AA, A, or B status, machine brand, and displacement, AMA and district number or “applied for” status, and rider signature. Additional information may be required.
14. Determining tie breakers –
a. Ties are broken by comparing the number of first, second, third, etc... finishes, until the ties are resolved. This will include throw outs if necessary. A worked event shall not count as a finish of any kind for purposes of this rule.
b. If a tie still cannot be resolved it will be broken by and awarded to the rider having won the last head-to-head race.
c. If there is no head-to-head race, the tie will be broken by comparing the latest race each rider races and awarding it to the rider with the highest finish. Each previous race will be compared until a winner is determined.
d. If this still does not determine a winner, the final tiebreaker will be awarded to the rider who raced a race the latest in the season.
e. Finally if there is any other issue they will end the season in a tie.
15. A club member that helps lay out and works at the club/promoter Hare Scramble or Enduro event will receive first place points. Clubs will have to approve member’s points. If the club promotes additional events or the working member helps layout and work at another clubs event they will receive average points for the additional event worked. Workers must be a Club member 30 days prior to the Event to receive worker points. If the worker helps a second club they must be established as a worker 30 days prior to the event. Points will be awarded according to the AMA 30 rider point schedule for all events and any number of riders. Worker points can be awarded for Class or Overall awards.
a. To figure average points, riders will take
total events they rode in for the season and divide into total points scored in
those same events. Decimal positions will be rounded up if 5 or over and
rounded down if less than 5. Averages of any kind will not be included in these
calculations but DNF’s will be included.
b. A regular entry will be submitted to the
Enduro Points Steward, signed by the club referee. In the area for
"points" will be written "worked" and "average
points". A worker must be a Club member 30 days prior to the Event to
receive worker points. If the worker helps a second club they must be established
as a worker 30 days prior to the event. Points will be awarded according to the
AMA 30 rider point schedule for all events and any number of riders. Worker
points can be awarded for Class or Overall awards.
16. Clubs shall also send the secretary a copy of each rider’s AMA sign up form and any new original IERA sign ups within 14 days following the event. To receive district points for a hare scramble or enduro race, the participant must have a current year IERA card.
17. Any rider can advance himself/herself in classification. Riders are encouraged not to change classes during the year for obvious points standing purposes.
18. Advancement of C class riders to the B class in both enduros and hare scrambles will be loosely based off, but not identical to the B to A rule in the AMA rules book. Page 53 - “Classification of Riders and Points”
a. Advancement from C rider to B rider is made the next season after the rider accumulates 100 points. The rider will be classified as a B rider on the following January 1.
b. The points accumulation will be maintained by the respective points stewards and accumulate over the career of the rider.
c. Note: Voluntary advancement is encouraged for faster riders
19. To make it easier for groups to put on a race all groups may sanction races through the IERA charter for the first two years of their establishment. After two years they must obtain their own AMA charter and sanction their races under that charter. If for any reason they are unable to get a charter, the group can send a written petition explaining why they need to continue the use of the IERA charter to the IERA president. There will be a determination to extend the use of the IERA charter based on how promptly the club has turned in their race paperwork and completed all other race responsibilities.
20. If a rider continues to argue with a referee after the referee has rendered a decision on a protest, they may be disqualified for the race at the referee’s discretion. CHAPTER 6 - OFFENSES, PENALTIES, PROTESTS, APPEALS & HEARINGS GENERAL INFORMATION of the AMA rule book
21. If IERA race articles are published in Cycle USA the IERA Club council will pay the writer $25.00 (Subject to change without notice). The article author may need to contact the district to inform them of the article.
22. Race scheduling / rescheduling rule
a. Sanctioning for a race must be done by May 1st to be recognized by the IERA. You may change your initial race date as long as written notification is submitted to the IERA president 60 days before the new date of the event and can not conflict with any other race or rain date. (Rescheduling because of a rain out is exempt from the 60-day rule.) Note: It is recommended this rule be revisited at the 2008 rules meeting.
b. Enduro rain dates will take precedence over any hare scramble race date at the annual sanctioning meeting.
c. If a hare scramble is run on the same date as an enduro, “no” points will be paid for the hare scramble.

The 4-stroke class is limited to 14”rear and 17” front wheels. 4-stroke bikes having larger wheels must race the C class regardless of age. This is because of insurance liability for the promoter. |

2. The AA Class for hare scrambles can be a cash payback class (Not the AA enduro class) or a trophy class, at the discretion of the club sponsoring the event.
3. The Trail Rider Class will be included with the C Class for each race, with points being awarded only to IERA cardholders, and is no longer a separate trophy class.

4. It is recommended that mini races be added to each hare scramble event.
5. The
recommended start times for mini races are
a. The mini classes will
also be awarded trophies at the year-end banquet.
6. Starting line markers are recommended for each class so the starting lines are straight and fair
7. To keep this a family event, it is recommended, that spectators under age 10 be admitted free of charge when accompanied by an adult.
8. No type of stand will be allowed on the starting line. (This is for the safety of riders who will leave the start line behind riders who use stands)
9. Any new race must comprise a minimum track length of 4 miles to promote safety. An established race is exempt from this rule if the race, at its current location, loses land access to a point where a track length in excess of 4 miles is no longer feasible. A track length of less than 4 miles is then allowed at the race’s current location. This exemption does not apply when a club moves an established race to a new physical race location, regardless of the reason for the change. An “established race” is a race that has been run under IERA sanction for at least 2 consecutive years prior to the land loss at its current location.
10. If two markers are posted opposite each other, a rider must pass between the markers. This condition on the course must be specifically announced at the riders meeting. Penalty for cutting this type of section is disqualification.
11. Once the checkered flag is given, riders still out on the course should be given a reasonable amount of time to finish their lap. This time should be announced at the riders meeting.
12. A rider must finish the event to be eligible for points and awards. In order to be considered a finisher, a rider must complete at least 50% of the laps of the winner of his class. It is not necessary to take the checkered flag.
13. The IERA encourages the use of section markers (i.e.: section 1, 2, etc.) for longer hare scrambles. These markings will help the sponsoring club to locate any injured or stopped rider.
14. Per AMA rulebook. An ambulance must be present at all AMA speed oriented events. Refer to chapter 9,A,7.
15. Per AMA rules, the rider must compete in the class for which his/her motorcycle/engine displacement was manufactured. Refer to the AMA Rule Book for specific requirements.
16. The C class and trail rider class shall not start with the A class. The C class may start with the B class or separately at the sponsoring club’s discretion. A four- (4) wave start is recommended.

17. Due to several misfiring issues with guns at the stating line, it is recommended that all races be started with a whistle or air horn.
18. A 12-noon start time for all hare scrambles is encouraged. Motorcycle events should be held prior to ATV events.
19. Permanent hare scramble rider numbers for the current year have been established for the eight AA riders based on last year-end standings. A rider designating himself a AA rider for the year can also have a permanent number assigned by the IERA Secretary.
20. No
club can sponsor an IERA points paying hare scramble of more than two hours in
length. At the sanctioning clubs
discretion, the B and/or C class can be 1-1/2 or 2 hours in length. (With the
exception of National hare scrambles.)
21. At hare scrambles the event will be timed from the start of the A class for termination purposes. Different colored riding numbers should be used to assure riders start in the correct row.
22. Final point tallies for a rider will be kept in only one class in hare scrambles. The class in which the rider competes the most events will determine this class.
23. Hare scramble riders who are either an “A” enduro rider or carry an “A” motocross number must ride the A hare scramble class. In addition, the top B riders in hare scrambles from the previous year may be advanced to the next class at the discretion of the points steward and a vote of the clubs at the annual rules meeting. C riders may be advanced at the recommendation of the points steward based off individual event finishes even if they have not ended the season in the top few positions. A written protest may be sent to the IERA president if the rider feels he should not be advanced.

24. A
rider's final class and overall hare scramble standing will be based on his

25. The top 8 overall riders will be assigned numbers for the “AA” class.
26. If a rider finishes in the top 8 overall, they will remain “AA” riders for two years from their last top 8 overall finish.
a. Example: If a rider finishes in 8th place at the end of this year. They must ride the “AA” class through the next two years. If they again finish 8th in the following year they must ride the “AA” class until two years after that, even if they do not compete in next years races.

1. A rider must ride one of the above classes to get IERA points. A rider cannot ride a non-IERA class (i.e., 4-stroke, etc.) and have his score placed in an IERA class. For purposes of final point standings, non-IERA riders will be removed from their placing by the points stewards and all IERA riders move up within class.

3. For enduros, to determine the ranking of positions per class, it may be necessary to score riders who have not finished the event. In such case, the riders finishing position shall be based on the number of checkpoints actually reached and his score at that point.
4. For
all Senior, Super Senior, Masters, C, and AA classes for enduros, any
displacement motorcycle can be used. For
Senior A and B enduro, the age requirement is 40 years or older. Masters is for
riders 60 years and older and combines both A and B riders. Riders who turned
age 58 prior to
5. The AA class for enduros and hare scrambles is a classification under the A class. As such, the AA rider competes for trophies and points within their AA class and is also competing for the overall A trophy. Each year the top 8 A enduro riders and the top 8 A hare scramble riders from the previous year, as determined by the points stewards, will comprise the AA class. Any A or B rider can advance himself/herself to this AA classification if they so choose. The AA enduro riders will be placed by draw on consecutive riding numbers from 15 through 30. AA and A enduro riders cannot intentionally sign up with any other rider except a 1st time B or C rider. Enduro clubs are encouraged to have a minimum of ten AA sign-up numbers prepared.
6. Clubs wanting to put on a new enduro can use Reliability enduro rules (refer to AMA rule Book) while current enduros will continue to use traditional rules.
7. Starts will be known controls. Anyone can be early to a known control. But, if you are late points will be assessed accordingly. You must leave on your minute.
8. At
enduros it is the rider’s responsibility to turn his/her scorecard in to be
scored and receive points.
9. Sponsoring
club will physically draw for your enduro number. First number drawn may be accepted or
rejected by rider; however, if first number is rejected, second number drawn
will be your riding number for the day.
If a sponsoring club runs short of sign-up numbers because of too many
riders, additional numbers should be added by adding one number to each row
rather than all additional riding numbers at the end.

11. Sponsoring club must use a flip card system and backup sheets at all enduros. All checkpoint flags must be prominently displayed. New AMA rules state: checks must be within .02 miles.
12. AMA rules specifically cover the advancement of B enduro riders to an A classification.
13. AA and A enduro riders cannot intentionally sign up with any other rider except, a 1st time B or C rider. The IERA does reserve the right to ban any rider combination from signing up together if it is determined one of the riders is only winning because of the better riders time keeping ability. Super Senior and Masters enduro riders can choose their riding number for the day; but if they do so, they cannot sign up with another specific rider.
14. At enduro events a tech inspection of bikes is recommended and will be required at any national event. Bikes should be street legal.
